NOTO Is growing through art & community

The NOTO Arts & Entertainment District continues to position itself as one of Topeka’s vibrant cultural hubs. Over the past year, NOTO has expanded beyond its artistic roots to embrace entertainment, entrepreneurship, and community-driven programming that reflects and uplifts local culture. Through initiatives like its artist residency program, which provides free studio space for creatives to produce community-inspired work, NOTO is aligning closely with Momentum 2027’s focus on creative placemaking—using art to spark economic vitality and a sense of belonging.

Looking ahead, NOTO is developing projects that extend its impact. A new mural collaboration is adding colorful creativity to the district, while housing projects on the horizon aim to create an ecosystem where artists, small businesses, and residents all thrive. NOTO CEO Pedro Concepcion says the district’s next chapter is about partnership—strengthening ties with downtown Topeka and other local organizations to ensure shared growth. “We can really work together on moving forward,” he said.
